Generally skills are gained by performing the actions associated with it: Working on the skill fills a progress bar that appears above your Sim's head, and when it fills, the Sim gains a level in that skill.
Gaining a level means the Sim will perform that action better, succeed more, and generally gain additional actions based on that skill.
All skills gain rates can be boosted if the Sim is experiencing a particular Emotion. All Skills have a maximum of Level 10, and there can be no further study after the Sim achieves it.
You can see a Sim's progress on his skills in the Skills Panel of the interface. If your Sim is not in a position to work on his skills, he can always read a book instead.
Across the top, you can click the hammer button so you filter the books list to show only skill books.
Most skill books come in three volumes, which correspond to the three trios of levels you can attain, though they can only be read once you know the skill exists.
For example, if you purchase the Charisma Volume 1 book you see above, reading it will take you Charisma Level 2, 3, and 4; however, you need to know Charisma first so you activate Level 1.
If you buy the Charisma Volume 2 book, it will take you Level 5, 6, and 7. If you buy the Charisma Volume 3 book, it will take you to Level 8, 9, and Reading skill books is always significantly slower than performing the action, especially considering your Emotion boost will make things even faster if you're performing the proper action.
